JOB TITLE: Director, Adult Programs
STATUS: Full-time, Exempt
REPORTS TO: President & CEO
SUMMARY: The Director, Adult Programs is responsible for overall coordination, implementation and oversight
of Adult Programs, including: staff development; program outreach, site recruitment, contract and funder
compliance, revenue development through the development of grant applications and community partnership
building. The Director, Adult Programs will also interact with the Board of Directors and work closely with the
Evaluation Systems Department to effectively monitor adult programs. The ideal candidate will be experienced in
implementing, coordinating and overseeing a wide range of adult and/or workforce development programs. This
person must be exceedingly well organized, flexible and enjoy the challenges of leading a department. The ideal
candidate should have the ability to interact with staff and customers at all levels in a fast-paced environment often
times under pressure, and remain flexible, proactive, resourceful and efficient with a high level of professionalism.
Confidentiality is crucial to this role. Expert-level written and verbal communication skills, strong decision-making
ability and attention to detail are equally important.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Implementation of Adult Programs
Oversee implementation of adult programs, including all adult components of the federally funded Healthy
Marriage grant (such as curriculum/education, case management, and job preparation services) and the DOJ
Adult Mentoring grant with an emphasis on external customer satisfaction and program outcomes.
Develop and maintain effective Case Management and Workforce Development Systems for use in CFSS
Adult Programs. Review and ensure accuracy of data for adult programs.
Serve as co-Project Director of the federally funded Healthy Marriage grant and ensure report deadlines are
met.
Provide staff supervision of the Lead Educators and additional staff as appropriate. Maintain position
descriptions to accurately reflect staff duties within the department. Conduct staff observations and assess
areas needed for improvement.
Oversee the effective implementation of Healthy Relationship Curricula activities as part of the federally
funded Milwaukee County Pathways to Responsible Fatherhood Project contract to ensure all objectives are
met.
Develop and maintain effective job readiness tools, including protocol for ensuring criminal background
checks and driver’s license screenings are incorporated into our job readiness services.
Along with the Associate Director of Evaluation Systems, develop and implement accurate policies and
procedures to govern Adult Programs.
In partnership with the Associate Director of Planning and Communications, oversee the effective
implementation of the DOJ Adult Mentoring Project by ensuring mentors are recruited and trained.
Ensure program data meets the needs of the funder.
Coordinate and lead training programs and provide one-on-one technical assistance to organizations
contracted by CFSS to provide Adult Programs.
Conduct site visits and case file reviews with staff and sub-contracted partner agencies to ensure compliance
with policies, procedures and tools and assess areas needed for improvement.
Co-facilitate with the Associate Director, Evaluation Systems quarterly Adult Programs Partner meetings.
Facilitate staff and management level meetings related to Adult Programs.
Develop subcontracts, monitor contract compliance and prepare funder reports with accuracy.
Provide bi-monthly report to the Board of Directors to prepare and empower them to make good decisions
on behalf of the organization.
Attend regular Healthy Marriage Leadership Meetings and ensure all documents and reports presented at
that meeting accurately reflect the status of Adult Programs.
Planning, Marketing and Stakeholder Development
Develop and maintain effective community partnerships that promote CFSS mission and vision that will
result in the delivery of effective programs, identification of program sites and participants, expanded
resources for participants and new funding opportunities for CFSS.
Represent CFSS in a professional manner at relevant stakeholder meetings and events as well as to the
Board of Directors, funders and potential funders.
In collaboration with other team members, develop grant applications, program implementation/work
plans, marketing plans and budgets for CFSS Adult Programs. Ensure that plans are integrated in
organizational budget and strategic plan.
Under the direction of the Director of Planning and Administrative Services, develop relevant outreach and
marketing materials to effectively build community partnerships.
Funding and Budget
Identify potential funding opportunities and assist the Director of Planning and Administrative Services and
President & CEO in applying for long-term grants/contracts for Adult Programs.
Develop annual program budgets and manage approved budget monthly.
In partnership with the President & CEO and Fiscal Officer, develop budgets for new funding
opportunities applying the rules of the funder.
Provide budget oversight of adult programs/grants/contracts ensuring all expenditures remain within
approved budget.
Along with President & CEO, present budget and program reports to the Board of Directors as needed.
Review program reports and invoices submitted by contracted agencies to ensure invoice amount correlates
to performance.
MINIMUM QUALIFICATIONS
Bachelor’s degree.
Five to seven years of experience managing educational, curriculum-based programs and/or workforce
development programs that included Case Management Systems, with at least three of those years working
with adult programs. At least two years of experience working in Milwaukee (preferred).
Proven ability to prepare required federal grant reports and project budgets.
Training and experience in Trauma Informed Care and Motivational Interviewing preferred.
Ability to maintain a high degree of discretion and confidentiality in all aspects of the job, displaying
courtesy and professionalism in all contacts, and managing difficult or politically sensitive situations
effectively.
Excellent communication and relationship-building skills.
Demonstrated ability to use sound and accurate judgment and to apply experience to resolve non-routine
problems independently and/or to seek direction from President & CEO.
Strong knowledge of MS Office, including Word, Excel, PowerPoint (experience with Visio a plus).
Valid driver’s license and vehicle insurance required.
Must pass a criminal background check.

Use initiative and independent judgment within established policy and procedural guidelines.
Ability to manage time efficiently and meet deadlines.
