Winter Parking Regulations Begin Saturday, December 1st
Regulations in effect December 1, 2012 – March 1, 2013
Winter parking regulations for the City of Milwaukee take effect this Saturday, December 1
st, 2012 and remain in effect through Friday, March 1, 2013.
During this winter period, most residential streets require alternate side night parking, but there are exceptions to the rule. For example, overnight parking is prohibited on major arterial streets and bus routes. These streets are not posted "no overnight parking."
Additionally, some streets on the east side and near south side that usually allow for overnight parking on both sides of the street for most of the year, now require residents to park on alternate sides of the street overnight December 1 to March 1.
Check for posted signs first for winter parking regulations on those streets where you plan to park, or click on http://mpw.milwaukee.gov/services/parking_regs.
If there are no posted signs, go to http://mpw.milwaukee.gov/services/winterregs for more information, or call (414) 286-CITY (2489) – 24 hours a day, seven days a week.

All across the landscape of America there is a critical need for effective community leadership and training. Nowhere is this needed more than the inner city. It is not that these urban communities do not have leaders, but rather that these communities have a greater disproportion of social issues and the existing structural frameworks of leadership are overwhelmed. In order to maintain and to turn these communities around from deserts of hopelessness, crisis driven and instability, effective leadership must be nurtured to ensure that communities can remain focused on improving the quality of life of all residents.
The primary focus of this training is to strengthen inner city community leaders through proactive and targeted training. Within this training module, Community Leadership: What Does It Look Like, participants will learn how to define leadership, teamwork, understand mission and vision, how to do community advocacy, community assessment, strategic planning and much, much, much more…
Training Coach Brief Bio
Dr. Calhoun has been recognized for numerous achievements throughout his career for community leadership and volunteerism. His noteworthy accomplishments continue to impact the military, communities and colleges alike. He has conducted seminars at several local and national conferences on various topics including volunteerism, leadership, community service, education, diversity and religion. Additionally, he has conducted community assessments for the military in Duluth, MN and Muskegon, MI.
His career includes military, higher education, business and churches. He has spent over 10 years in Higher Education as an academic Dean and has over 12 years of service as a Lt. Commander (Chaplain) with the US Navy with tours to Europe, Caribbean and Asia. He is the founding Pastor of the Grace Fellowship Church of Milwaukee. As a writer he has been published in newspapers, articles and chapter writer for Urban Ministry.
He holds various degrees including a Doctor of Education (Ed.D.) from George Williams College-Aurora University, Aurora, IL; Masters of Theology (ThM) from Trinity Evangelical Divinity School, Deerfield, IL; Master of Divinity (MDiv) from Interdenominational Theological Center (ITC), Atlanta, GA.; Masters of Science (MS) and Bachelor of Science (BS) from Tennessee State University, Nashville, TN. His wife is Brenda, they have two sons, Kevin & Brian.

•Speed limits are too fast for school and residential zones:
•A work order has been issued to upgrade the advance school zone warning signage and install school limit signs around Messmer High School. Also regular speed limit signs will be posted for motorists as they exit the school zone, so as not to confuse motorists on what the speed limit is on the street. The school zone signing will stay in place at the Green Bay Avenue School, which is closed now, and may reopen next year. If the school does reopen upgrades to all school signage will take place.
•Parking on 7thStreet from Capitol Drive to Messmer Street poses a hazard for residents, trucks making turns and traffic signal keeps getting knocked down:
•Based on a field check, staff recommends removing parking on the east side of 7thstreet from Capitol Drive north to the alley, to improve visibility of vehicles on 7th Street for motorists exiting the alley, and to provide additional space at the intersection for turning vehicles. But, please note this will displace three parked vehicles, and these vehicles will most likely move further into the neighborhood searching for available parking.
•In regards to the two-hour parking restriction of the west side of 7thStreet between Capitol Drive and Messmer Street, the school uses this for visitor parking and 40" no parkings will be put in place upon approval.
*School parking inhibits proper snow removal:

•An additional request has been made to the City of Milwaukee Parking Enforcement Division to enforce vehicles parking too close to intersections, crosswalks and driveways based on the photos provided to staff and a field check of the area. It is unlikely that there is sufficient traffic volume on West Fiebrantz Avenue to warrant a traffic signal at the intersection. The installation of an unwarranted signal can actually increase delay on the side street and for pedestrians crossing North Port Washington Road. In addition, the installation of an unwarranted signal can increase certain types of crashes, especially rear-end crashes.
•All-way stop control works best when traffic volumes on all approaches are nearly equal. When there is a high imbalance in traffic volume, the higher volume approaches tend to roll through or disregard the stop signs creating an unsafe situation. The City did review the safety at the intersection during the design of the current paving project, and there was a low frequency and severity of crashes at the intersection. The City will continue to monitor the intersection following the paving to ensure safe and efficient operation. Staff does not recommend the installation of an all-way stop or traffic signal at the intersection of West Fiebrantz Avenue and North Port Washington Avenue at this time.
•Four-way stop/signal requested at Capitol Drive and Port Washington Avenue:
•To provide a better exchange of right-of-way, improve traffic operation, and reduce the number of crashes, a warranted traffic signal will be installed at the south intersection of West Capitol Drive and North Port Washington Avenue. The north intersection will remain stop-controlled as it was before the paving work. The new traffic signal is scheduled to be operational in the spring of 2013.
•Merging ramp off freeway to Capitol Drive, especially due to changes:
•Unfortunately, due to the current geometric configuration at the intersection of Capitol Drive, 7th Street, and the freeway off-ramp, we will install pedestrian crossing signs.
•Property identification-residents are asked to help identify vacant and abandoned homes as well as vacant lots.
•Economic empowerment-residents are encouraged to enlist their business skills or businesses of others and work to build a group that hires from within to complete tasks and secure contracts.
•Neighborhood security-discussion about hiring our own security for the neighborhood.
•Housing Seminar-planned for residents on what we could do with unused property as a group.

•North Port Washington Road (Dr. Martin Luther King Drive to Olive)
•The project that began on June 18th was completed and the road was opened to two-way traffic on Thursday, November 1st. North Port Washington Road between North Dr. Martin Luther King, Jr. Drive and West Capitol Drive has been narrowed from 50 feet to 46 feet matching the roadway from West Capitol Drive to West Olive Street. Curbs and gutters were removed and replaced throughout the project corridor. Sidewalks in poor condition were replaced and driveway approaches were reconstructed. New inlet structures were installed and connected to the storm sewers.
•The narrowing of the roadway has allowed for more trees and green space. In addition, one striped 5-foot bicycle lane in each direction was installed though out the project limits.
•There will still be drums in the parking lanes due to the contractor replacing sod and working on pavement that was damaged. This will also include the closure ofFiebrantz Avenue at North Port Washington Road to replace cracked pavement.

•Crews from sewer maintenance used sewer jets and vacs yesterday to clean out the grates in the 3700 block on 6th Street.
•The Environmental Services section is planning to do a sanitary sewer relay project in 2013 in the area.
•The alley behind 4101 North 7th Street has been patched and a large section of concrete was replaced at the catch basin. Asphalt repairs have been made to the alley in the 4000 block of North 7th and 8th. Settlements and holes have been repaired in the 4000 block of North 6th Street. Street Maintenance personnel will investigate further and determine if additional repair or maintenance of the street is necessary.

•The permanent stop sign for north bound traffic has been replaced and is at regular height. •Move bus stop to 7th and Capitol east of school:•The request for the relocation of the bus stop in front of Messmer High School to West Capitol Drive and North 7th Street has been referred to the Transit Stop Committee. The Committee reviews requests for new, removal, and relocation of bus stops. This request will probably not be scheduled until January or February of 2013. •Study for All-way stop control at intersection of West AbertPlace and North 6thStreet:•An investigation for a traffic control at the intersection of West Abert Place and North 6thStreet was conducted. Our Division follows guidelines to determine the need to install traffic control as set forth in the Federal Manual on Uniform Traffic Control Devices. The study has determined the intersection has met the warrants to install a north/south yield at the intersection, based on sight visibility problems. Legislation will be introduced at the October 24, 2012 Public Safety Committee meeting to install this yield control. •Motorists not obeying All-way stop control at Vienna Avenue and 6th Street and turning stop signs:•A field check of the intersection has found the stop signs on the southeast corner of the intersection turned, a request to have all the stops signs on metal poles at the intersection re-keyed so that they will not be able to be turn as easy as they are currently. Also, since the stop signs are clearly visible to motorists we can only assume they are intentionally violating the posted stop control, if this action continues the Milwaukee Police Department should be contacted to provide enforcement.Conference report: Betty, Andrea, Linda, J. Betty: Discussed the three types of burglars: professional, semi-professional, and the amateur. Residential burglars are often male teenagers near the home from the age of 9 up who look for easy targets. Burglars often case houses for up to a week and spend a few hours "casing" a home. She also discussed target hardening by making sure to keep doors and windows locked as well as bolts and bars on basement windows. In addition, she mentioned the types of answering machine messages to leave. They should not be dates or tell that you are not home.
Andrea: Discussed making sure to know your neighbors on the left, right, front, and back. She also discussed a vacation checklist.
Linda: Discussed identifying your property with markings and records of the items you have.
J. McAfee: Discussed the sex offender registry. She identified the following two: www.widocoffenders.org and that you can search by name or zip code. National sex Offender Registry is www.nsopr.gov
Betty: Passed out handout on the "Dangers of drinking, " "Drugs," "Steps on the Street," and "Taking a Stand Against Crime."
MPD: Officer Osiewalski
Officer Osiewalski discussed the uptake in burglaries. She also emphasized the need for residents to contact the police at the 933-4444 and push 9 for a squad. She also encouraged residents to make sure that they were on the contact tree and that each block has look outs. She verified the number of "Neighborhood Watch Signs needed." She also ensured residents that another request for squad patrol would be put in for the following week.
Leadership Development: Pastor Calhoun Pastor, Dr. Calhoun will lead a communal leadership training for Grover Heights, Williamsburg Triangle, and other block clubs on Dec. 1st at 10AM. It will encourage residents to sharpen leadership skills, changing the mindset, and building team work, amongst other topics. A separate posts for this conference is on the site.

MPD and Bree---Concerns for police 10-15 min
There has been an increase in
aggravated assaults, shooting on 9th and Atkinson, 2 robberies, 5
break-ins, 7 vehicle thefts. This is for
total area of block clubs. Reported this
night to police was the fact that traffic on Port has been terrible, street
lights Keefe to Atkinson were off since that prior Saturday and a request for
police to put in light orders as they are driving around also as
intercessors. There was a concern
brought up about young people who leave tavern adding to problem. The owner was encouraged to get no loitering
and no trespassing signs from police and to contact the police and let them
know she was an owner who is trying to prevent issues and has tried mediation. She will work with the MPD to help reduce
problems.
Ian Brown----Urban Forestry TS Manager 15 min Pictures were shown to demonstrate the
areas East and West of the Port Washington Avenue bridge that need mowing.
These are the merging lanes and the green spaces. The concern is that vision is blocked, it
poses a safety hazard, and those unattended green spaces attract trash and
become dumps for others which affect the property values. The group is concerned that this should be
mowed more often during the summer and not relegated to a one-time mowing
policy as there are dangers posed.
Rick --------------------------HGNI 10 min Rick would like for everyone to submit to
him the addresses of abandoned and vacant homes in the area. He would also like to locate all vacant lots.
Economic and business development
committee members are sought to help with this committee. He would like the neighborhood to develop a
plan of ownership that will incorporate ownership of these homes, renters,
owners, amongst other things. A
committee is needed to look at property purchasing, green spaces, urban
gardening and Green Bay Avenue.
Churchill---Update on last month’s concerns 10 min
This is a two part presentation. There
will be some upgrades on the playground in the spring. Follow up on the sewers and streets. Sewers were vacuumed out on 6th
street and the alleys of 7th and 8th were filled. Traffic engineers came out and took a look at
the issues. Several things were
decided. Several votes on parking issues
are needed. The East side of 7th
street will become a no parking zone. A
full report on all issues will be given during next month’s agenda.

There were several concerns with the construction. Goolsby Funeral home has had several times
that the clean-up has been requested in addition to what she has done. Although she has replaced filters several
times, people have been complaining of getting sick. She cleans carpet at least twice a week. Dust clouds have been seen and there is a
concern that despite constant requests the area was not frequently watered or
swept to keep dust down. Many homes and
buildings have been infiltrated with dust.
One supermarket owner has been constantly reporting how the customers
are refusing to buy products because the dust has settled in the building and
fallen on many items. There are also
things the store needs cleaning. The
company has informed the group that the items will be placed on a punchlist at
the end. All were asked to turn in any
claims and complaints asap.
TIM Bell-Kelly Williams Realty 10 minutes Was introduced to the group because of the
goal of buying homes in the area. He
will participate in an upcoming workshop as well as present to the group
information about home buying versus renting, insurance, and work with the
group.

Road Construction Update for Sept. 29,2012
Both of the east Capitol Dr. ramps will reopen on Monday morning. The contractor is planning to finish prepping the gravel north of Capitol Dr. Monday and then place roadway concrete south of Capitol Dr. on Tuesday and Wednesday. If they can get their equipment and crews ready they will also try to work on driveways and sidewalk north of Capitol Drive. We are getting closer to completing the project and everyone should see some more progress in the next couple of weeks.
